Montefortino community hub. The expected outcome of this thesis work is to identify a design proposal capable of affecting the different layers that make up the needs of a small village and its surrounding areas. The building on which work will be carried out is the "Pietro Alessandrini" Montefortino school complex (FM), of which an enlargement and recovery of the surrounding area is planned. Montefortino is one of the many municipalities affected by the 2016 earthquake event and - both over the years and comparing similar experiences in central Italy - we have seen how the reconstruction processes become slow and cumbersome. The territory, in fact, has for some time been experiencing a process of gradual decline, linked to a stagnant condition of the economy that has led to a gradual and slow depopulation. The architectural project - intended as a conclusive and synthetic result - has the ambition to act as a response and solution to needs and critical issues that act on several fronts. Working in fragile territories also and above all implies working with the regulatory systems that guide the emergency reconstruction process. The thesis work, in fact, identifies its backbone in the SNAI (National Strategy for Internal Areas), even if the Municipality of Montefortino is not included in any of the areas identified by the Marche Region. However, this happens by virtue of the high importance that school buildings have and the strategic nature of a reasoning that interconnects them. In every area strategy, education is one of the cornerstones and - being the school center in question - barycentric with respect to the two existing internal areas, it was decided to systematize the project actions already approved. A second aspect dealt with concerns the emergency and future implementation scenarios. It is necessary to consider the earthquake as an event destined to happen and, consequently, to equip the communities with prevention tools that allow them to face the calamitous events in the most organized way possible. Intervention will be carried out by means of two other regulatory instruments, such as the CLE (Limit Condition for Emergency) and the SUM (Minimum Urban Structure), focusing the role of strategic building in the school complex. The architectural project will be the synthesis of "emergency" and "community" needs. In fact, an extension of the existing school complex will be carried out, the main function of which will be that of a school gym, a service currently absent and reported as a lack and need. The new complex, however, together with the design of the public space, will create a community center which, instead of merely fulfilling functions of an exclusively "scholastic" nature, will be experienced at 360 degrees, with the ambition of becoming a reference point for the entire local community.

L’esito atteso del presente lavoro di tesi è quello di individuare una proposta progettuale capace di incidere sui diversi layer che compongono le necessità di un piccolo borgo e del suo territorio circostante. L’architettura sulla quale si interverrà è il plesso scolastico “Pietro Alessandrini” Montefortino (FM), del quale si prevede un ampliamento e recupero dell’area circostante. Montefortino è uno dei tanti Comuni colpiti dallo sciame sismico del 2016 e – sia con il passare degli anni che comparando esperienze simili nel centro Italia – si è visto come i processi di ricostruzione diventino lenti e macchinosi. Il territorio, infatti, vive da tempo un processo di graduale declino, legato a una condizione stagnante dell’economia che ha portato ad un progressivo e lento spopolamento. Il progetto architettonico – inteso come risultato conclusivo e di sintesi – ha l’ambizione di porsi come risposta e soluzione a delle necessità e criticità che agiscono su più fronti. Lavorare in territori fragili implica anche e soprattutto lavorare con agli apparati normativi che guidano il processo di ricostruzione emergenziale. Il lavoro di tesi, infatti, identifica nella SNAI (Strategia Nazionale per le Aree Interne) la sua spina dorsale, anche se il Comune di Montefortino non è compreso in nessuna delle aree identificate dalla Regione Marche. Ciò però avviene in virtù dell’elevata importanza che hanno gli edifici scolastici e la strategicità di un ragionamento che li interconnetta. In ogni strategia di area l’istruzione è uno dei punti cardine e – essendo il polo scolastico in questione – baricentrico rispetto alle due aree interne esistenti, si è scelto di mettere a sistema le azioni progettuali già approvate. Un secondo aspetto trattato riguarda l’emergenza e gli scenari di attuazione futuri. È necessario considerare il sisma come un avvenimento destinato ad accadere e, di conseguenza, dotare le comunità di strumenti di prevenzione che permettano di affrontare gli eventi calamitosi nella maniera più organizzata possibile. Si interverrà per mezzo di altri due strumenti normativi, quali la CLE (Condizione Limite per l’Emergenza) e la SUM (Struttura Urbana Minima), incentrando nel plesso scolastico il ruolo di edificio strategico. Il progetto architettonico risulterà la sintesi di esigenze “emergenziali” e “comunitarie”. Verrà infatti realizzato un ampliamento del plesso scolastico esistente, la cui funzione principale sarà quella di palestra scolastica, servizio attualmente assente e segnalato come carenza e necessità. Il nuovo complesso però, unitamente alla progettazione dello spazio pubblico, creerà un polo comunitario che, anziché limitarsi ad assolvere funzioni esclusivamente di natura “scolastica” verrà vissuto a 360 gradi, con l’ambizione di divenire un punto di riferimento per l’intera comunità locale.
