The purpose of the thesis concerns the development of a new defined contribution pension fund according to the new Dutch legislation for Eni employees (Versalis International). The first two chapters describe the public pension (AOW) and the supplementary pension, respectively. The operation of the Dutch public (state) pension, the methods of accessing the benefit and the amounts granted according to the rules in force will be explained in detail. Furthermore, the Dutch and Italian public pension will be compared by means of a simulation with 4 typical pay curves. The supplementary pension of the second pillar will be dealt with in depth with regard to the types of pension funds, governance, assets allocation and the taxation regime applied. Subsequently, in the final part of the chapter, there is an analysis of the current situation of Dutch pension funds. The third chapter deals in detail with the European Individual Pension Product (PEPP). A particular and very innovative tool that lays the foundations for the creation of a European market for individual pensions. The Regulation (EU) 2019/1238 (PEPP Regulation or PEPPR) will be extensively discussed, listing its main characteristics, functioning, registration and marketing process. Finally, the fourth chapter, which represents the core of the thesis, is dedicated to the development of a new defined contribution pension fund. A basic flat rate will then be chosen for all employees for the simulation of the new pension scheme. The simulation will cover four typical pay curves. The results will provide a detailed analysis on the impact that the new pension reform will have on Eni employees. People who are disadvantaged by the new contribution will be entitled to compensation by signing up for a PEPP in the Netherlands.
Lo scopo della tesi riguarda l'elaborazione di un nuovo fondo pensione a contribuzione definita secondo la nuova normativa olandese per i dipendenti Eni (Versalis International). I primi due capitoli descrivono rispettivamente la pensione pubblica (AOW) e la previdenza complementare. Verrà esposto in dettaglio il funzionamento della pensione pubblica (statale) olandese, le modalità di accesso al beneficio e gli importi concessi secondo le regole vigenti. Verrà, inoltre, confrontata la pensione pubblica olandese e italiana mediante una simulazione con 4 curve retributive tipo. La previdenza complementare del secondo pilastro verrà trattata in modo approfondito per quanto riguarda le tipologie dei fondi pensione, governance, assets allocation e il regime di tassazione applicato. Successivamente, nella parte finale del capitolo, è presente un’analisi della situazione attuale dei fondi pensioni olandesi. Il terzo capitolo tratta nel dettaglio il Prodotto Pensionistico Individuale Europeo (PEPP). Uno strumento particolare e molto innovativo che getta le basi per la creazione di un mercato europeo delle pensioni individuali. Verrà ampiamente discusso il Regolamento (UE) 2019/1238 (Regolamento PEPP o PEPPR) elencandone le principali caratteristiche, il funzionamento, il processo di registrazione e commercializzazione. Infine, il quarto capitolo, che rappresenta il fulcro della tesi, è dedicato all’ elaborazione di un nuovo fondo pensione a contribuzione definita. Verrà quindi scelta un’aliquota forfettaria, di base, per tutti i dipendenti per la simulazione del nuovo regime pensionistico. La simulazione riguarderà quattro curve retributive tipo. Gli esiti forniranno un’analisi dettagliata sull’impatto che avrà la nuova riforma pensionistica sui dipendenti Eni. Le persone che risulteranno svantaggiate dalla nuova contribuzione avranno diritto a una compensazione mediante la sottoscrizione di un PEPP nei Paesi Bassi.
