The following is a narrative review of the most remarkable international scientific and institutional publications and journal articles in the last 10 years period (2004 - 2024) concerning the introduction and evolution of “DCRs - Drug Consumption Rooms” which are places designated to host advanced techniques of Harm Reduction with the aim of assisting and correcting self-injurious behaviours of drug-addicted patients and potentially dangerous for the community to which they belong. These structures are known in Italy as “Rooms of the Holes” and are not currently legally present on the territory except as private houses. The following introduces the DCRs as introduced in Europe and spread and overseas since the 1980s, the legal disputes arising from common international fear towards DCRs and the international drug trafficking system awareness. The results share the benefits and obstacles by the globally existing Drug Consumption Rooms.
Il seguente elaborato è una revisione narrativa delle più considerevoli pubblicazioni scientifiche ed istituzionali e articoli di cronaca di internazionali degli ultimi 10 anni (2004 – 2024) riguardanti l’introduzione ed evoluzione delle “DCRs – Drug Consumption Rooms” luoghi deputati ad accogliere avanzate tecniche di Harm Reduction (trad. Riduzione del danno) con l’obiettivo di assistere e correggere i comportamenti auto lesivi dei dipendenti patologici da sostanze e potenzialmente pericolosi per la comunità a cui appartengono. Queste strutture sono conosciute in Italia con la traduzione di “Stanze del Buco” e non sono attualmente presenti legalmente sul territorio se non come case private. A seguire si espongono le DCRs introdotte a partire dagli anni ’80 in Europa ed espanse oltreoceano, si esaminano le controversie legali nate da sentimenti di timore comuni a livello internazionale e l’allerta internazionale al narcotraffico. Concludendo si presentano i risultati benefici e gli ostacoli condivisi dalle Drug Consumption Rooms presenti a livello mondiale.
