The aim of this thesis is to analyse the situations that created fertile ground for the creation of the innovative instruments in the hands of monetary policy institutions, starting with the Greek experience. In the first chapter, the aim is to illustrate the situation that was the institutional and financial framework to the subsequent negative developments, starting from the macroeconomic and historical theoretical notions on the introduction of the single currency to the analysis of the outbreak of the sovereign debt crisis starting with Greece. The second chapter reviews an analysis of the European situation between the years 2000 and 2010, through the study of the experience of the country most heavily involved in the sovereign debt crisis, Greece, which I conducted personally into the country. In this chapter, thanks to the invaluable contribution of Ass. Prof. Paraskevi Salamaiki of the University of Ioannina, I intend to focus on the effects of the austerity policies induced by the international community on the country, reviewing the theses of the supporters and critics of the measures. The last chapter will show and comment on the renewed, powerful and extensively tested tools that developed thanks to the crises that are now in the hands of monetary authorities, projecting their important future usefulness.
L’obiettivo della tesi è quello di analizzare le situazioni che hanno creato terreno fertile per la creazione degli innovativi strumenti in mano alle istituzioni di politica monetaria partendo dall’esperienza greca. Nel primo capitolo si intende illustrare la situazione che è stata il quadro istituzionale e finanziario ai successivi sviluppi negativi, partendo dalle nozioni teoriche macroeconomiche e storiche sull’introduzione della moneta unica fino all’analisi dello scoppio della crisi dei debiti sovrani partendo dalla Grecia. Nel secondo capitolo si porta in rassegna un’analisi della situazione europea tra gli anni 2000 e 2010, tramite lo studio dell’esperienza del paese più fortemente coinvolto nella crisi dei debiti sovrani, la Grecia, che ho condotto sul territorio. In questo capitolo, grazie al prezioso contributo del ass. prof. Paraskevi Salamaiki dell’Università di Ioannina intendo focalizzarmi sugli effetti che le politiche di austerità indotte dalla comunità internazionale sul Paese, portando in rassegna le tesi dei sostenitori e dei critici delle misure. Nell’ultimo capitolo si mostrano e commentano i rinnovati, potenti e ampiamente testati strumenti che sviluppati grazie anche alle crisi che sono oggi in mano alle autorità monetarie, proiettandone l’importante utilità futura.
