This thesis explores the issue of catastrophic risks in Italy, analyzing their definition, causes, socio-economic consequences, and the role of the insurance market in their management. In a country highly exposed to extreme natural events such as earthquakes, floods, and landslides, the spread of insurance coverage remains limited. The work delves into the functioning of the Italian insurance sector, highlighting the structural weaknesses that have emerged in the offer of coverage for catastrophic risks. Particular attention is given to the 2024 Budget Law, which introduces a mandatory requirement for businesses to take out insurance policies against such risks, marking a significant shift in regulatory approach. The thesis also assesses the effectiveness and critical aspects of this measure, emphasizing the need to strengthen the culture of prevention and promote a more inclusive, transparent, and publicly integrated insurance system.
Tale elaborato esplora il tema dei rischi catastrofali in Italia, analizzandone la definizione, le cause, le conseguenze economico-sociali e il ruolo del mercato assicurativo nella loro gestione. In un Paese altamente esposto a eventi naturali estremi come sismi, alluvioni e frane la diffusione delle coperture assicurative risulta ancora limitata. L’elaborato approfondisce il funzionamento del settore assicurativo italiano, evidenziando le criticità strutturali emerse dell’offerta relativa ai rischi catastrofali. Particolare attenzione è dedicata alla Legge di Bilancio 2024, che introduce l’obbligo per le imprese di stipulare polizze a copertura di tali rischi, segnando un cambio di paradigma normativo. La tesi valuta inoltre l’efficacia e le criticità di questo intervento, sottolineando la necessità di rafforzare la cultura della prevenzione e promuovere un sistema assicurativo più inclusivo, trasparente e integrato con le politiche pubbliche.
