Undeclared work is a widespread and deeply rooted phenomenon in Italy, with serious economic and social consequences. It leads to a significant loss of tax and social security revenues, distorts competition among businesses, limits workers’ rights, and undermines the sustainability of the welfare system. This thesis aims to analyze the underlying causes of irregular employment and to identify the main strategies adopted in Italy to combat it. The first part provides a general overview of the phenomenon, while the second focuses on the methods used to measure undeclared work, the reforms of the labour inspection system, the incentives introduced to promote formal employment, and the role of Regional Authorities in active labour market policies. The objective is to offer a critical reflection on the effectiveness of the measures implemented and on the importance of coordinated action between the State and local institutions to structurally reduce undeclared work.
Il lavoro sommerso rappresenta un fenomeno diffuso e radicato in Italia, con gravi conseguenze economiche e sociali. Esso genera una perdita significativa di gettito fiscale e contributivo, altera la concorrenza tra imprese, limita i diritti dei lavoratori e compromette la sostenibilità del sistema di welfare. La tesi si propone di analizzare le cause che alimentano il lavoro irregolare e di individuare le principali strategie di contrasto attuate nel contesto italiano. Nella prima parte viene tracciato un quadro generale del fenomeno, mentre nella seconda vengono approfondite le metodologie di rilevazione, le riforme del sistema di vigilanza ispettiva, gli incentivi volti a favorire l’emersione e il ruolo delle Regioni nelle politiche attive del lavoro. L’obiettivo è offrire una riflessione critica sull’efficacia delle misure adottate e sull’importanza di un’azione integrata tra Stato e territori per ridurre in modo strutturale il lavoro sommerso.
