The regulatory evolution of the healthcare sector, with the proposed renewal of the 2022–2024 National Collective Labor Agreement (CCNL), has redefined the system of functional roles, with significant implications for rehabilitation professions. This paper compares the current framework (CCNL 2019–2021) with the contractual proposal, with the aim of developing objective criteria for grading and assigning professional and organizational appointments. A weighting grid was designed for rehabilitation professionals, based on evaluative dimensions and graduated descriptors, to ensure consistency, transparency, and transferability in appointment procedures. The tool was applied in a simulated organizational context to assess its coherence and applicability within company processes. The expected results indicate that the grid may support the strengthening of middle management, optimize resource allocation, and foster alignment with contractual provisions, thus offering an operational contribution to the management of territorial rehabilitation services.
L’evoluzione normativa del comparto sanità, con l’ipotesi di rinnovo del CCNL 2022–2024, ha ridefinito il sistema degli incarichi di funzione, con implicazioni significative per le professioni della riabilitazione. Il presente contributo analizza il confronto tra la disciplina vigente (CCNL 2019–2021) e l’ipotesi contrattuale, con l’obiettivo di sviluppare criteri oggettivi per graduare e assegnare incarichi professionali e organizzativi. È stata progettata una scheda di pesatura per i professionisti della riabilitazione, basata su dimensioni valutative e descrittori graduati, finalizzata a garantire uniformità, trasparenza e trasferibilità nelle procedure di conferimento. Lo strumento è stato applicato in un’ipotesi organizzativa simulata, per ipotizzarne coerenza e applicabilità rispetto ai processi aziendali. I risultati attesi mostrano che la scheda può supportare il rafforzamento del middle management, ottimizzare l’allocazione delle risorse e favorire l’allineamento con le previsioni contrattuali, offrendo un contributo operativo alla gestione dei servizi di riabilitazione territoriali.
