This thesis analyzes the management of major emergencies, events that create an imbalance between healthcare needs and the system’s response capacity. The objective is to identify, through a review of the literature, shared operational strategies based on effective emergency plans, aimed at reducing avoidable mortality and morbidity. The emergency plan represents a fundamental tool for forecasting, prevention, and coordination of interventions, also including the protection of the psychological well-being of the personnel involved. The methodology is structured into three main phases: prevention, through territorial risk analysis and resource planning; operational response, aimed at damage mitigation during the event; and post-event evaluation, focused on assessing performance and promoting continuous system improvement. The results highlight how accurate planning and collaboration between the healthcare system, Civil Protection, and volunteer organizations enable a more efficient and coordinated response. Among the main limitations is the difficulty of allocating human, material, and financial resources to rare but high-impact events. In conclusion, the ability to effectively manage a major emergency depends on prior planning and on fostering a shared culture of emergency management among all stakeholders involved.
Questo elaborato analizza la gestione delle maxi-emergenze, eventi che determinano uno squilibrio tra bisogni assistenziali e capacità di risposta del sistema sanitario. L’obiettivo è individuare, attraverso una revisione della letteratura, strategie operative condivise basate su piani di emergenza efficaci, finalizzate a ridurre mortalità e morbilità evitabili. Il piano di emergenza rappresenta uno strumento fondamentale per la previsione, prevenzione e coordinamento degli interventi, includendo anche la tutela del benessere psicologico degli operatori coinvolti. La metodologia si articola in tre fasi principali: prevenzione, attraverso l’analisi dei rischi territoriali e la pianificazione delle risorse; risposta operativa, mirata alla mitigazione del danno durante l’evento; ed elaborazione post-evento, finalizzata alla valutazione e al miglioramento continuo del sistema. I risultati evidenziano come un’accurata programmazione e la collaborazione tra sistema sanitario, Protezione Civile e organizzazioni di volontariato consentano una risposta più efficiente e coordinata. Tra i limiti emerge la difficoltà di investire risorse in eventi rari ma ad alto impatto. In conclusione, la capacità di affrontare efficacemente una maxi-emergenza dipende dalla pianificazione preventiva e dalla diffusione di una cultura condivisa della gestione dell’emergenza tra tutti gli attori coinvolti.
