This thesis is framed within the context of European funding from the Next Generation EU and the National Recovery and Resilience Plan (NRRP), with specific reference to Investment 3.3, aimed at the safety upgrade and seismic retrofitting of the Italian school building stock. Specifically, the study addresses the seismic retrofitting design of a real case study: the "Albert Einstein" Scientific High School in Rimini. The primary objective of the research is to evaluate the effectiveness and feasibility of a seismic protection strategy based on base isolation, comparing it with the conventional intervention actually implemented on the complex, which involves the installation of reinforced concrete shear walls. For the structure under consideration, a hybrid isolation configuration was designed, consisting of a combination of elastomeric isolators and flat sliders. While the traditional approach proves effective in limiting inter-story drifts, it entails an inevitable increase in top-floor accelerations, consequently rising the vulnerability of non-structural elements and building systems. On the contrary, base isolation allows for a drastic reduction in seismic energy input, simultaneously mitigating both floor accelerations and displacements of the superstructure. However, although the non-conventional approach emerges as the most effective solution in purely performance terms, since the case study is an existing complex highly articulated into multiple structural blocks, the study highlights that the practical application of base isolation involves substantial construction challenges. In this specific case, it is not possible to limit the intervention to a single block; instead, it must be extended to the entire complex. This is necessary to simultaneously resolve the intrinsic vulnerabilities of the individual blocks and overcome the critical issues arising from historically inadequate structural joints between them. In short, the comparison conducted in this thesis demonstrates that modern structural design cannot rely solely on the theoretical effectiveness of seismic protection systems. Every intervention on an existing building requires a calibrated approach, where the engineering benefits derived from new technologies must be carefully weighed and compared against the actual execution complexity of the work and its technical feasibility, which is also constrained by economic factors that necessitate subsequent and scheduled interventions over time.

Il presente lavoro di tesi si inserisce nel contesto dei finanziamenti europei del Next Generation EU e del Piano Nazionale di Ripresa e Resilienza (PNRR), con particolare riferimento all'Investimento 3.3 finalizzato alla messa in sicurezza e all'adeguamento sismico del patrimonio edilizio scolastico italiano. Nello specifico, lo studio affronta il progetto di adeguamento sismico di un caso reale: il Liceo Scientifico "Albert Einstein" di Rimini. L'obiettivo principale della ricerca è valutare l'efficacia e la fattibilità di una strategia di protezione sismica basata sull'isolamento alla base, mettendola a confronto con l'intervento di tipo tradizionale effettivamente realizzato sul plesso che prevede l'inserimento di setti in cemento armato. Per la struttura in esame è stata progettata una configurazione di isolamento ibrida, costituita da isolatori elastomerici e slitte piane Mentre l'approccio tradizionale si dimostra efficace nel limitare gli spostamenti interpiano, esso comporta un incremento delle accelerazioni in quota, aumentando la vulnerabilità degli elementi non strutturali e degli impianti. Al contrario, l'isolamento alla base consente una drastica riduzione dell'energia in ingresso, abbattendo contemporaneamente sia le accelerazioni sia gli spostamenti della sovrastruttura. Tuttavia, nonostante l’approccio non convenzionale risulti essere la soluzione più efficace a livello puramente prestazionale, trattandosi di un complesso esistente e fortemente articolato in più blocchi strutturali, lo studio evidenzia come l'applicazione pratica dell'isolamento alla base presenti notevoli complessità esecutive. Nel caso specifico, infatti, non è possibile limitare l’intervento a un singolo corpo, ma si rende necessario estenderlo all'intero plesso; ciò per consentire sia la risoluzione delle vulnerabilità intrinseche dei singoli blocchi, sia il superamento delle criticità dovute a giunti tecnici storicamente insufficienti tra essi. In definitiva, il confronto condotto in questo lavoro di tesi dimostra come la progettazione strutturale moderna non possa basarsi esclusivamente sulla sola efficacia teorica dei sistemi di protezione sismica. Ogni intervento su un edificio esistente richiede un approccio calibrato, in cui i benefici ingegneristici derivanti dalle nuove tecnologie devono essere attentamente pesati e confrontati con la reale complessità esecutiva dell'opera e con la fattibilità tecnica, condizionata anche da vincoli economici che rendono necessari interventi successivi e programmati nel tempo.
