The Global Minimum Tax introduced under OECD Pillar Two represents a major development in international corporate taxation, as it reduces the advantages that multinational enterprises may obtain from substantial tax differences across jurisdictions. This thesis examines whether this changing fiscal environment affects the relative importance of operational value creation within multinational enterprises. After examining the international tax framework and the operational foundations of value creation, the thesis conducts a qualitative comparative analysis of Toyota Motor Corporation, Siemens AG and Nestlé S.A. The companies’ tax disclosures are considered together with evidence on their investment strategies, production networks and operational development. This approach makes it possible to compare the financial effects of the reform with actual production and investment decisions. While revealing different financial effects across the three companies, the analysis shows that their production and investment decisions continue to be driven primarily by long-term strategic and operational factors. Overall, the findings suggest that the Global Minimum Tax framework changes the fiscal conditions surrounding corporate value creation rather than the operational mechanisms through which value is generated. By limiting certain benefits associated with low-tax jurisdictions, the reform reduces the relative contribution of tax advantages, without any observable change in the main operational sources of value. Given the recent introduction of the reform, its effects on productive investment may become more evident over time.

Abstract

The impact of the Global Minimum Tax on production and investment decisions in Multinational Enterprises
