This thesis provides a preliminary contribution to the preparation of the new Regional Forest Programme of the Marche Region by assessing the reliability of the main available knowledge bases on forest resources and forest harvesting. The study addresses two complementary aspects. First, forest maps and inventories produced at different times, spatial scales and for different purposes are compared, including the Forest Map of the Kingdom of Italy, national forest inventories, the Italian Forest Map, regional cartography and CORINE Land Cover. The results indicate a long-term increase in forest area, but also recent changes in forest categories that cannot be interpreted without accounting for differences in definitions, thresholds and classification methods. Second, forest growing stock and productivity are examined, and information on harvesting is compared across administrative and satellite-based sources: UTILFOR/C-SIFA, SIAR, R3Woods and EFDA. Despite discontinuities in time coverage, differences in spatial scale and incomplete territorial adoption, the available datasets consistently indicate moderate harvesting levels, compatible with the theoretical sustainable harvesting threshold estimated for the region. Remote sensing and administrative records should therefore be considered complementary: satellite monitoring tends to underestimate less intensive interventions, whereas administrative data depend on the completeness and consistency of notifications. The thesis identifies the updating of the regional forest inventory and the integration of information systems as key priorities for establishing a reliable, comparable and operational knowledge base for future forest planning in the Marche Region. Keywords: Marche Region; forest resources; forest inventories; forest harvesting; remote sensing; forest planning.

Abstract

FOREST AREA AND LOGGING IN THE MARCHE REGION: PREPARATORY STEPS OF THE NEW REGIONAL FOREST PROGRAM
