Effetti delle politiche pubbliche sull'adozione del telelavoro - Un'analisi empirica in Europa.

This thesis work was born in the period of COVID-19 in which millions of people, in our country as in the whole world, were "forced" to practice telework. This made it clear for all the benefits, but also the limitations, that this tool can bring to our routine. After providing a definition of teleworking, the thesis describes an econometric model aimed at tracing correlation and cause and effect relationships between the selected variables. The data that made up the regressive model were collected on the Eurostat platform and concern the years between 2015 and 2019. What is highlighted is how the State must favor the birth of a context in which telework is one of the key aspects . Digitizing society and having a clear understanding of the objectives to be achieved are the prerequisites for any political action aimed at making teleworking a valid option to the traditional work model.

Questo lavoro di tesi nasce nel periodo del COVID-19 in cui milioni di persone, nel nostro Paese come in tutto il mondo, sono state “costrette” a praticare il telelavoro. Ciò ha reso chiari per tutti i benefici, ma anche i limiti, che questo strumento può apportare alla nostra routine. Dopo aver fornito una definizione di telelavoro, la tesi descrive un modello econometrico volto a rintracciare rapporti di correlazione e di causa effetto presenti tra le variabili selezionate. I dati che hanno costituito il modello regressivo sono stati raccolti nella piattaforma Eurostat e interessano gli anni compresi tra il 2015 ed il 2019. Ciò che si evidenzia è come lo Stato debba favorire la nascita di un contesto in cui il telelavoro sia uno degli aspetti cardine. Digitalizzare la società ed avere bene chiari gli obiettivi che si vogliono raggiungere sono le premesse a qualsiasi azione politica volta a rendere il telelavoro una valida opzione al modello tradizionale di lavoro.
