The “5 S” methodology proposed by Saja, Teo, Goonetilleke e Ziyath, researchers, published in 2018 in the International Journal of Disaster Risk Reduction, aims at measuring resilience in different communities and various contexts of disaster. The goal is producing a method that can be used globally, therefore applicable in different disasters, contexts, geographic areas and in different communities and cultures. In order to that they studied extensively 31 frameworks, selected from all models produced between 2005 and 2016 and published in Scopus database, from which they understood the importance to create a method that was inclusive, flexible and practical, and it takes into account both conceptual and methodology challenges: understanding the dynamic nature of resilience, that is connected with the community dynamism, identifying adequate indicators and understanding the importance of measuring them not only using static measures, but also using proxy measures. So they propose a social resilience framework based on three levels: 5 dimensions of social resilience, namely social structure, social capital, social mechanisms/competences/values, social equity and diversity, social beliefs/culture/faith, where can be found 16 characteristics and 46 indicators. In the end, for each indicator have been highlighted proxy measures that allow to concretely measure resilience in all its aspects.
Il Metodo delle “5 S”, proposto dai ricercatori Saja, Teo, Goonetilleke e Ziyath, pubblicato nel 2018 nell’International Journal of Disaster Risk Reduction, è finalizzato alla misura della resilienza nelle diverse comunità e nei vari contesti di disastro. L’obiettivo è la produzione di un metodo globalmente utilizzabile, quindi applicabile nei vari disastri, contesti, aree geografiche e nelle differenti comunità e culture. Per fare ciò hanno studiato in profondità 31 framework, selezionati fra tutti i modelli prodotti tra il 2005 ed il 2016 e pubblicati nel database Scopus, da cui hanno compreso l’importanza di creare un metodo che fosse inclusivo, flessibile e pratico, e che affrontasse delle sfide a livello concettuale e metodologico: il rendersi conto della natura dinamica della resilienza, che è legata alla dinamicità della comunità, l’individuazione di indicatori adeguati e capire l’importanza di misurarli non solo usando misure statiche, ma anche misurazioni proxy. Quindi propongono un framework di resilienza sociale strutturato su tre livelli: 5 dimensioni di resilienza sociale, quali struttura sociale, capitale sociale, meccanismi/competenze/valori sociali, equità e diversità sociale e credenze/cultura/fede sociali, all’interno delle quali troviamo 16 caratteristiche e 46 indicatori. Infine, per ogni indicatore sono state evidenziate delle misure proxy che permettono di andare a misurare poi concretamente la resilienza nei suoi vari aspetti.
