The outbreak of the Covid-19 pandemic has led to major social and medical upheavals, with millions of people forced into a forced lockdown at home and with hospitals that have worked beyond their maximum capacity. However, this situation has also had important implications at an economic level, in fact there has been a collapse of GDP in all European states due to the forced closure of many businesses. The European Union has therefore decided to draw up a plan and reforms to try to stem the economic crisis resulting from this situation. On the financial side, the European Central Bank and the European Banking Authority have conceived and implemented maneuvers to give breath to the economy, as has the Bank of Italy with regard to our country and the companies located on the our territory. The reasons that led me to develop this thesis lie in the deep interest I have in the economic consequences that an event apparently foreign to the world of economics can bring. In fact, this thesis will address precisely this extremely topical topic: that is, an analysis will be made of the maneuvers and reforms that the European Central Bank, the European Banking Authority and the Bank of Italy have implemented or they are in the process of taking steps to help the real economy return to pre-Covid levels. The guidelines of the European Recovery Fund and the Recovery and Resilience Plan for our country will then be presented. To document myself adequately and reach the completion of this thesis, since there are still no paper texts on the subject given its extreme topicality, I made use of the official websites of the aforementioned institutions, from which I was able to examine articles, papers and official press releases. The thesis will first analyze the measures at European level, starting with the European Central Bank, and then moving on to those issued by the European Banking Authority. Subsequently we will move on to the measures that specifically concern our country with the analysis of the measures issued by the Bank of Italy and the "Cura Italia" decree-law. Finally, an overview is given on the Recovery Fund, the Next Generation EU plan and our Recovery and Resilience Plan. With this thesis I have tried to give a general overview of the rules that have been issued and, in the conclusions, to comment on any weak points.
L'esplosione della pandemia di Covid-19 ha portato a dei grandi stravolgimenti sociali e medici, con milioni di persone costrette ad un lockdown forzato in casa e con ospedali che hanno lavorato oltre il massimo delle loro possibilità. Tuttavia, questa situazione ha avuto anche importanti implicazioni anche a livello economico, infatti vi è stato un crollo del PIL in tutti gli stati europei dovuto alla chiusura forzata di tantissime attività. L'Unione Europea ha quindi deciso di stilare un piano e delle riforme per cercare di argi-nare la crisi economica derivante da tale situazione. Per il lato finanziario, la Banca Cen-trale Europea e l'European Banking Authority hanno concepito e attuato delle manovre per dare respiro all'economia, così come la Banca d'Italia per quanto riguarda il nostro paese e le imprese che si trovano sul nostro territorio. Le motivazioni che mi hanno spinto ad elaborare questa tesi risiedono nel profondo inte-resse che nutro per le conseguenze economiche che un evento apparentemente estraneo al mondo dell’economia può portare. In questa tesi si affronterà, infatti, proprio questo argomento di estrema attualità: si an-drà cioè a fare un'analisi delle manovre e delle riforme che la Banca Centrale Europea, l'European Banking Authoruty e la Banca d'Italia hanno attuato o sono in procinto di at-tuare per aiutare l'economia reale a tornare ai livelli pre-Covid. Verranno poi presentate le linee guida del Recovery Fund europeo e del Recovery and Resilience Plan per quanto riguarda il nostro paese. Per documentarmi in maniera adeguata e raggiungere il completamento di questa tesi, non essendoci ancora testi cartacei sull'argomento considerata l'estrema attualità, mi so-no avvalso dei siti web ufficiali delle istituzioni sopra citate, da cui ho avuto modo di esaminare articoli, paper e comunicati ufficiali. La tesi analizzerà prima le misure a livello europeo, partendo dalla Banca Centrale Euro-pea, per poi passare a quelle emanate dall'European Banking Authority. Successivamente si passerà alle misure che riguardano specificamente il nostro Paese con l'analisi delle mi-sure emanate dalla Banca d'Italia e del decreto-legge "Cura Italia". Infine, viene fatta una panoramica su Recovery Fund, sul piano Next Generation EU e sul nostro Recovery and Resilience Plan. Con questa tesi ho cercato di dare una panoramica generale delle norme che sono state emanate e, nelle conclusioni, commentarne eventuali punti deboli.
