The present document aims to develop a technical-economic feasibility project for the construction and management of photovoltaic plants on surfaces made available by the Administration of the Municipality of Sant’ Ippolito, with the purpose of establishing and launching a Renewable Energy Community. The proposed feasibility study is part of a broader energy efficiency plan, which is based on the objectives of the European Union directives 2010/21/EU and 2012/27/EU. These directives assign a leading role to public administration in achieving the EU’s climate and energy goals for 2020,2030, and 2050. In Italy, the implementation of these European directives led to the issuance of Legislative decree 102/2014 “implementation of Directive 2012/27/EU on energy efficiency. Amending Directives 2009/125/EC and 2010/30/EU and repealing directives 2004/8/EC and 2006/32/EC” and the 2014 Energy Efficiency Action Plan (EEAP), enhancing energy sector policies. These measures aim to reduce primary energy consumption by 20 million tons of oil equivalent per year by 2020, equivalent to 15.5 Mtoe of final energy.
