Welfare state: un'analisi storica in un futuro incerto

This thesis aims to provide a historical analysis of the development of the welfare state, tracing the key stages that led to the emergence and evolution of major social protection systems in Europe and around the world. Beginning with early forms of pre-modern assistance, the study examines the impact of the Industrial Revolution and the establishment of the first insurance-based systems in the 19th century (such as the Bismarckian model), culminating in the creation of universal welfare states in the post-World War II period, with a focus on the British experience and the Beveridge Report. The analysis also covers the most recent transformations of the welfare state, highlighting the recalibration and retrenchment processes initiated since the 1980s. Through a comparative approach, the thesis explores the main differences between the liberal, corporatist, and social-democratic models, taking into account the historical, cultural, and political specificities of each country. The study concludes with a reflection on new social risks and the future challenges welfare systems must face in the context of globalization, demographic shifts, and changes in the labor market.

Il presente lavoro di tesi si propone di analizzare in chiave storica l’evoluzione del welfare state, ricostruendo le tappe fondamentali che hanno portato alla nascita e allo sviluppo dei principali modelli di Stato sociale in Europa e nel mondo. Partendo dalle forme embrionali di assistenza pre-moderna, si esamina l’impatto della Rivoluzione industriale, l’affermazione dei primi sistemi assicurativi nell’Ottocento (come il modello bismarckiano), fino ad arrivare alla costituzione del welfare universalistico del secondo dopoguerra, con particolare riferimento all’esperienza britannica del Beveridge Report. L’analisi si estende anche alle trasformazioni più recenti del welfare state, sottolineando i processi di ricalibratura e di contenimento della spesa pubblica avviati dagli anni Ottanta in poi. Attraverso un approccio comparativo, si evidenziano le principali differenze tra i modelli liberale, corporativo e socialdemocratico, tenendo conto delle specificità storiche, culturali e politiche dei singoli Paesi. La tesi si conclude con una riflessione sui nuovi rischi sociali e sulle sfide future che i sistemi di welfare dovranno affrontare in un contesto di globalizzazione, mutamenti demografici e trasformazioni del mercato del lavoro.
