Abstract

Emergency Department Overcrowding and the Exit Block phenomenon represent structural challenges within modern healthcare systems. This study analyzes the role of the Electronic Health Record (EHR) not as a mere bureaucratic tool, but as a logistical infrastructure and a lever for Clinical Governance. The research explores the impact of digitalization on Triage, the use of Clinical Decision Support Systems (CDSS) to mitigate clinical risk, and the automated extraction of Key Performance Indicators (KPIs). The theoretical framework is applied to the Emergency Department of the AST of Ascoli Piceno, examining the introduction of the Dedalus IT ecosystem (DC4H Core and HERO PS). The results highlight clear advantages for traceability and data-driven management, while also identifying challenges related to change management. In conclusion, digitalization makes emergency care measurable and supports Bed Management, but it requires a profound rethinking of systemic organizational models to translate into equitable, safe, and timely care.

Beyond Triage: The strategic role of the electronic health record in overcoming exit block.
