This paper aims to evaluate the measures to combat poverty and social exclusion that have been implemented in Italy in recent years: Reddito di Inclusione (ReI) and Reddito di Cittadinanza (RdC). The analysis focused on the support mechanisms to the beneficiary as, according to the literature, it is essential to achieve the objectives of the personalized project. The evaluation research was carried out on two Social Territorial Areas of the province of Ascoli Piceno. The questions of the research project are: Is there a difference between the Inclusion Income and the Citizenship Income in supporting the beneficiary? Do the case manager and the beneficiary have the possibility, through the implementation mechanisms, to establish a relationship of trust useful to define a personalised path to social inclusion? The approach used for this evaluative research is that of Theory Based Evaluation (TBE), in which two types of theories are established: implementation theory and program theory. On the basis of these theories, reference is made to the contribution of Liliana Leone (2017) who analyzes the Monetary Transfer Measures with conditionality. In particular, the implementation theory is reproduced on the basis of the two measures taken into consideration, from which the differences in implementation emerge, also emerged from the quantitative and qualitative data collected in the two ATS, especially regarding the support to the beneficiary both in the targeting, with regard to information, guidance and assistance for completing the application, and in the signing of personalized projects / agreements for inclusion as regards the subscription times and methods of analysis.
Questo elaborato ha lo scopo di valutare le misure di contrasto alla povertà e all’esclusione sociale messe in atto in Italia in questi ultimi anni: il Reddito di Inclusione (ReI) e il Reddito di Cittadinanza (RdC). L’analisi si è concentrata sui meccanismi di supporto al beneficiario in quanto, secondo la letteratura, è fondamentale per raggiungere gli obiettivi del progetto personalizzato. La ricerca valutativa è stata svolta su due Ambiti Territoriali Sociali della provincia di Ascoli Piceno. Le domande del disegno di ricerca sono: Si rileva una differenza tra il Reddito di Inclusione e il Reddito di Cittadinanza nel supporto al beneficiario? Il case manager e il beneficiario hanno la possibilità, attraverso i meccanismi di implementazione, di instaurare il rapporto di fiducia utile a definire un percorso personalizzato di inclusione sociale? L’approccio utilizzato per questa ricerca valutativa è quello della Theory Based Evaluation (TBE), nel quale si affermano due tipi di teorie: teoria dell’implementazione e teoria del programma. Sulla base di queste teorie si fa riferimento al contributo di Liliana Leone (2017) la quale prende in analisi le Misure di Trasferimento Monetario con condizionalità. In particolare, viene riprodotta la teoria dell’implementazione sulla base delle due misure prese in considerazione, dalla quale emergono le differenze di implementazione, emerse anche dai dati quantitativi e qualitativi raccolti nei due ATS, in merito soprattutto al supporto al beneficiario sia nella fase di targeting, per quanto riguarda l’informazione, l’orientamento e assistenza per la compilazione della domanda, sia nella sottoscrizione dei Progetti personalizzati/ Patti per l’inclusione per quanto riguarda i tempi di sottoscrizione e le modalità di analisi.
